Noyo Harbor Multimodal Circulation Plan
This planning study will position the Harbor for funding opportunities to help internal circulation for cars and trucks in the harbor as well as improve safety and access for pedestrians and bicyclists. The focus of the project is transportation, mobility, and access in Noyo Harbor that improves economic activity, daily business operations, and organizes tourist activity. The final plan resulting from this study will be used to pursue additional planning, funding, and implementation of the recommended improvements.

Project Goals
Multimodal
Multimodal transportation is the movement of people and goods on roadways, including walking, biking, buses, trains, cars, and trucks. Do you have difficulty getting to the harbor by walking or biking? This plan will look at ways to improve access to the harbor.
Reduce Traffic
Can you get into the harbor without dealing with traffic? Traffic or congestion occurs when cars slow down and crowd a road. This can make it hard to enjoy a space, such as the harbor, but this plan will identify solutions to those potential problems.
Increase Safety
The harbor area is focused on access for vehicles without leaving much concern for people walking and biking. Safety is important for those who walk, bike, and drive. This plan seeks to find safety solutions!
Why Invest in Transportation?
Accessibility
Accessibility refers to people’s ability to reach desired services and activities, which is the goal of most transport activity. Are you able to access the harbor by walking, biking, or bus? Your response to this plan will determine what improvements are included in the future of the harbor.
Local Economy
The Blue Economy is about sustainable use of ocean resources for economic growth, improved livelihoods and jobs, and a healthy marine ecosystem. Sustainability means preserving what currently exists for future generations to enjoy.
Promote Healthy Habits
Active transportation can increase physical activity while reducing health issues. Walking and biking boosts the immune system, builds stronger bones and muscles, improves quality of sleep, relieves stress and anxiety, boosts mood, increases energy, improves physical fitness, and mobility and improves air quality.
